I have only been working on UC for about three weeks now,
but I have not been able to get AV ships to do anything but take
up space on the board. At one place I see that they have 1500
cargo capacity, but in others zero capacity. Maybe I am just
misreading this info.

You can use AV as an Seaplane base, either in Hexes which you have not yet built up or as additional air support in existing Bases.

They do several things
1st as Aviation support to any base they are in.
2nd as fast transports.
3rd as an advanced seaplane base
To set a a seaplane base in a remote location set up a fast transport with the AV tell it to load supplies the set it to go to location. Set the location as the home base when it gets there transfer the float planes to the base and they will begin to fly missions. Av's cannot operate planes while underway. The plane must be at a base hec.
Av's will not load anything in a regular transport TF they will only load in a fast transport.
