Invasion Force Re-embarking

Can someone please explain to me why on back-to-back turns my Invasion Force
keeps re-embarking?
I am landing on Ambon with a US Infantry Division plus a TD Battalion, and an Artillery Battalion.
Getting the Combat results of troops unloading and casualties.
Defending force is known to have two Infantry Rgts, a BF & an artillery rgt.
There is NO immediate surface threat, especially last turn when I drove his surface TF and had my own in the hex with the Amphibious TF, but yet they still re-embarked?
Besides a quick Message scroll on the replay the only info I get is on the Operations Report.
Any ideas why this is happening

My first guesses are lack of supply and poor leadership. Post a pic of the units and combat report pls.

Unable to post pics

Was able to years ago have no idea why I can't...can't even cut and paste
When I try to post a pic all I get is this "[/img]"

The forum will only work with .gif, .jpg and .png(?) files.

Use a picture editor like Paint 3D (part of Windows) to capture the screenshot image.
Bring up the screen showing the relevant unit info and press the PrtScr key. That copies your entire screen image to the invisible clipboard. Do not copy anything else yet or it will overwrite the screenshot.

Open the picture editing app and PASTE the screenshot onto the working screen area. Save it at this stage as a .jpg image using a subdirectory you can find later. I use Pictures/WITP-AE.
Then edit the picture by cropping and annotating as desired. If anything goes wrong and you cannot back up to before the mistake, just erase that screen and open the original saved screenshot again. When all is done, save the edited image file on your computer.

Compose your post on this forum and click on the Attachments tab below the text window. Then navigate to your stored image and click on it to OPEN it. Navigate back to the posting screen and choose your selected pic, then Paste Inline to ensure it is in with the text. Preview or Submit the post as desired.

.... or windows snipping tool for fast and a very, very easy way of taking an image of anyway on your screen. It has limited editing although with win 11 it has more functioanality.

This is clearly a case of re-embarkation of a failed landing, which is a possible result of any landing attempt.

I will not attempt to elaborate as Michael's response is thorough and complete and even he wouldn't provide more comment.

OP: If your message in the OPs report matches that in Michael's response ("TF 378 re-embarks landing force at Ponape and retires"), then you will know that this is the situation.
