Temperature Anomalies

It seems that weather, and temperature specifically, isn't being set properly. Temperature remains the same accross all latitudes, while at certain longtitudes there are pockets of wierd temperature (see attached screenshots, showing unchanging temperature with latitude, but also differing temps at same latitude and different longtitude. Custom Environment zones also behave wierdly. For example, creating a 5x5nm zone and setting average temp in the zone to 28 degrees resulted the entire zone having 38 degrees instead.

Steps to reproduce:
1. Create blank scenario
2. Check temperatures

From my observations,the temperature varies only with the time of day; the setting corresponds to an average temperature that is only true at dawn and dusk. During the day the temperature increases by 10°C and at night it decreases by 10°C.
