Looking for a Japanese Opponent

Does anyone have thoughts about making a modded scenario? We could build our own, rewrite treaties, naval conferences, history to fit our own imagination(within limits).

I've been around for awhile, most of it lurking. I've done a couple of long campaigns. Not that great at the game, I've been in the mood to play a game for a little while now.
