- Alternative to rounding (down) would be to simply set "max import" values
- Somehow Russian inventory numbers from the start of the war are often adding up all the prior production to match 100% (or close to it), I am rly wondering...
25mm - missing

The production supposedly ended with "the end of the war"....well, in Europe or in Japan I can't say... but calculating with the whole 216 (-11 turns for later start 09/1941) 4888/(216-11)=23.84→24 build limit (ignoring the double-barreled variants, partially compensating by rounding up), or setting max imports to 4888.
Following an order to increase production (seems like they planned way larger than it ended up being).

Not sure when production exactly eneded, applying the 1945 production to the 7 months in game the "correct" numbers according to the numbers used can be reached by increasing production to:
80,46→so an increase from now 75 to 80 seems needed. and/or setting it to 81 and put the max-imports to 17379.
