[NO REPRO] The enemy aircraft crash after aggressively pursuing at full speed.

Enemy aircraft assigned to AAW Patrol missions often crash due to fuel exhaustion after aggressively chasing my aircraft at full speed. The Refuel option is enabled in their ROE, and I don't think there is a shortage of tanker aircraft. How should I configure the enemy ROE settings to ensure that they automatically return to base or seek aerial refueling before running out of fuel?
