Does purchase include a physical (paper) manual?

Do I get a physical (paper) manual like with War IN the East2 if I buy from Matrix.?

If I do, would I get a physical manual if I were to buy via Steam.?

I don't think they are available with the discontinuation of the physical copy of CMO which included the manual.
