what's wrong on NATO's command cycle?

they seem to be longer compared to WP's

for example
in scenario "Final"
Nato command cycle and WP's command cycle is 25 min vs 22 min
the EW strength is Low vs Medium

Overture
30 min vs 22 min
Low vs High

Steel rain
32 min vs 37 min
Medium vs High

An autobahn too far
19min vs 26 min
Medium vs Very low

And we have two scenarios that both side's EW strength is at very low level

A brief moment in time

19 min vs 18 min


A final push

19 min vs 18 min

I will have the team review it. It could be a readiness or EW impact. Additionally, the High Command level may be affecting the loop. Thanks for the info. JIRA-6243
