Regime Recon greater than 50 but no stats show

According to manual (5.14.2.1) at 50 Regime Recon Points the "Statistics Tab active. You know their total force strength and losses and kills (Statistics)". But there are several regimes on which I have 50+ recon on and still can only see information for my regime in stats tab. Here is an example of one where I have 87 Recon on them and the stats tab opened to see amount of troops. Do I misunderstand something?

Seeing as this empire is at "peace" with you, I'd say you're playing an old version of the game.

I have version 1.26.16 on menu screen (1.26 j3 on title screen) installed is that old? It's whatever steam downloads by default. The manual says for version 1.25 and it's the one that steam shipped with it.
