Rule the Waves III is a simulation of naval ship design and construction, fleet management and naval warfare from 1890 to 1970. and will place you in the role of 'Grand Admiral' of a navy from the time when steam and iron dominated warship design up to the missile age.

I've had this event a couple of times now, where the leadership penalizes me for not having enough force in a sea area to face a potential foe, but the amount they are asking for is more than I have in my entire navy (total BV in my navy is 184, they're asking for 208). Also, they don't warn, they just hit the penalty. Seems like just a random deduction from your prestige without any way to avoid it. Is this WAD?
