Empire bonuses applied twice to spaceports

I've noticed that empire bonuses are applied twice to spaceports built around colonies (All Research, etc.). Is this expected?

What version of the game are you seeing this on? Do you have a save and screenshot showing the issue?

You have to run the game for a few days after loading the file. Just after loading the stats look fine.
