To be clear, the society and the book are authentic, notice the smiley emoji.
It is obviously a book written with the purpose of inflaming attitudes and relations between the two (maybe Britain also) countries - and as such I would agree it's a psyop. I wonder what the reaction in the US official circles was to this book. Can't seem to find anything about that online.

To me it seems like a blueprint for Japanese ultranationalist circles to help them prepare and follow the cues at home and in diaspora.
They had a 20 year plan to be followed by the first war that would eject western powers from Asia.

US reaction was to set up internment camps.
