Nope. There is an autovictory for the game . . .

I don't think that units "surrender" but they show up as destroyed. That works for both sides.
Seek peace but keep your gun handy.

Occasionally, when their numbers dwindle down they'll do a banzai attack and self-destruct. Most Japanese units seem content to just sit back & starve at some point after their island base is taken and they have no hope of taking it back without outside help. I've never seen the AI make any attempt to withdraw them.

japs invaded north Auz & when I retook Derby 16 units retreated (I followed up with armour Units ) who win batttles but the japs just fall back in to desert/rough terrain. of course they have are losing & have litle supplies - so Do I wait until they die and/or just hit them with bombers- I guess they happens in Burma also?

Certainly you can use them for bombing practice. However, sometimes it might behoove you to let the isolated remnants survive. Completely destroyed Japanese land units can bought back via PP and will arrive in Tokyo after some months. But they can't be bought back if they're still out in the field and if reduced to relative impotence all the better. At some point they'll probably wither away and be considered destroyed, but it can take months depending on their remaining size.

Field Marshal William Slim described the Japanese soldiers' dedication with the phrase: "If five hundred Japanese were ordered to hold a position, we had to kill four hundred and ninety-five before it was ours—and then the last five had killed themselves".

I recall reading of a British officer who thought more highly of Japanese soldiers than most of his peers and who described them as: "first-class soldiers fighting in a third-class army." If their leadership, equipment and especially logistics had been up to the same level of dedication who knows how much further they could have gone on.
