Question About Starting American Industry

This may be handled in stock scenarios that come with version 1.126a but my older scenario doesn't.

For example a location like Los Angeles it has the following industry:
- 200 Resources
- 2000 Oil
- 860 Heavy Industry
- 2500 Refinery
- 1280 Light Industry
- 90 Repair Shipyard
-21 SBD-3 Dauntless
-20 P-38G Lightning
-20 P-38H Lightning

America was an industrial powerhouse during WWII but in December 1941 it certainly wasn't yet and I'm wondering if I should set a percentage of the industry to being disabled and then have to work on repairing them to bring their totals up to these values.

Is my though process correct? And if so what would be the consensus for the amount that should have to be repaired?
PO2 US Navy (1980-1986);
USS Midway CV-41 (1981-1984)
Whidbey Island, WA (1984-1986)
Naval Reserve (1986-1992)

There are some mods that do that. I suggest that you look at those mods.
