Game Options for CW2 GC PBEM Games

I'm hoping someone has a definitive answer for this. When playing a GC PBEM game and the Union player sets the Game Options on turn one and creates the initial host file are those Game Options locked for the balance of the game? Especially with dual hosting.

I have done some testing and my tests show that the options used for a given turn are whatever they are currently set at by the player who is executing the turn. So either they are locked at the beginning and can't be changed OR they can be changed and they are whatever the executing player has them set at during the time he executes the turn.

Which one is it?

I see that this post has a lot of views but no response. There was some discussion on Discord and an actual answer given on the Ageod site. So if you're interested here:

Bottom line most agree that the options are as they are set when the turn is processed and this can have issues if dual hosting and the options aren't the same between hosts. My issue is when playing multiple PBeM games and those games have different options due to different player preferences.
