Destroyed units return as reinforcements?

The sequel of the legendary wargame with a complete graphics and interface overhaul, major new gameplay and design features such as full naval combat modelling, improved supply handling, numerous increases to scenario parameters to better support large scenarios, and integrated PBEM++.

Destroyed units return as reinforcements?

Hello everyone!
I recently played a scenario (Tutorial, that's it, korea) in which units that where destroyed,turned out to return as reinforcements a few turns later.
Where in the manual is this mechanic explained? How does it work? Do all units that are destroyed by the enemy return as reinforcements with their full complement and strength?
I had never noticed this before.
