AT and AP multiplier in tool tip

AT and AP multiplier in tool tip

what does the information "AT:200% AP:300%" in the tool tips mean?

does it mean: actual AP = 2*300% = 6 and actual AT = 1*200% = 2, when defending?

See 13.12.1 in the manual. Defensive Anti-Armor Strengths: x2 in Urban.

See 13.12.4 in the manual. Defensive Strengths of Infantry: x3 in Urban.

AP is short form of Anti-Personnel, why you do not refer the multiplier to 13.12.2(defensive anti-personnel strengths), instead you refer it to 13.12.4(Defensive Strengths of Infantry)?
what is the difference betwwen "defensive anti-personnel strengths" and "Defensive Strengths of Infantry"?

What does the AT represent? I tried to find this info in the manual, but I couldn't find any reference, and even when I went to the section that was referenced it still wasn't clear to me... I was about to create this post question when I saw it was already asked...
