Finnland oil supply

In my single player game I cannot get oil to Finnland. It did not work before declaring war on the USSR and after that. I tried cancelling all trade (even overland ones) and I had enough merchants. It was summer, Baltic was not frozen. Any ideas?

You need to make sure the Baltic trade route is open but also that you have more merchants than ressources imported from Sweden/Norway as the program will give priority to imports.

Honestly this can easily by fixed (or so I think but I am nor a programmer :D ) by giving priority to exports (lend-lease) as it will give some control to the players who can then chose to send leand-lease (and then give priority to it) or not send (and then it is statu-quo as now). But at least there is a choice.

Right now the situation creates a paradox where if you have just enough merchants for import, you can import ressources from Sweden and send them all to Romania for example, but not... Finland.

Normally however, this comes into play only later in the war as Germany should early on have more than enough merchants (unless something really bad happened?) .

I managed to do a 1940 Sealion and by mid 1941 I had most of Britain. I also lost a few MM in the process until I could neutralize the UK fleet. So I have 62 MM, and unfortunately Germany cannot use Italian merchants. The ferrying of the production of the British Isles uses up all merchants.
