Repeatable crash

Unhandled exception in the Stratagem Card Scrap mode.

Steps to reproduce:

1. Load the saved game
2. Go to the stratagem cards
3. Go to the Units section
4. Click into Scrap mode
5. Delete enough Political Aid Truck cards until scrap points are enough to make new card
6. Click on Craft Stratagem

You get a new stratagem card and then it crashes.
