I ran out of PPs and I assumed my secretary would decline the proposal.
But the next turn, I see my balance down 4000 credits without the new leader in my pool.

I'm attaching the autosave file from the end of round 87 and another save file from the start of round 88.

This is either a bug or an expensive lesson about PP management
