Bulkheads collapse event

Rule the Waves III is a simulation of naval ship design and construction, fleet management and naval warfare from 1890 to 1970. and will place you in the role of 'Grand Admiral' of a navy from the time when steam and iron dominated warship design up to the missile age.

Bulkheads collapse event

What are the conditions for this to happen? I just had a ship going 10 knots with no persistent flooding, they had just reduced flooding from earlier damage, and suddenly they had bulkheads collapse and a rapidly fatal amount of flooding. I thought the point of this event was to punish ships that tried to keep going at flank speed with damage below the waterline.

I always thought it was under 10 knots - i.e. 9kn or slower.

There seem to be various factors at play:

Speed--less than 9 is good, even less if damage is severe and you can get away with it
Age of ship
level of TP
damage control training. Not doing it? Why not?
Sea state
enemy torpedo/mine tech
Don't forget random.

I don't think you can entirely rule it out, ever.
