Build 1776: Strike Mission Opportunity Scrambling strike focus ROE

Hi All

Stay with me on this one. I created a strike mission on a runway in an airbase group. Went with default settings and they didn't drop on runway but the control tower and terminal building (Earl of Sandwich had it coming). So long story short I didn't have the strike member focus set to focus on target. I did check the targets of opportunity which was correctly set to off.

So would it be possible for land strike missions to have a default strike member focus set on the target as default rather than opportunity scrambling? its knob to remember to set. If there is a good reason why it isn't, no worries. I can change or change it in side ROE. Also what is the distinction between opportunity target and focus set to to targets of opportunity.
