Fleet’s selection panel retrofit tooltip says everything is up-to-date, but that’s false

Build version: started with v1.3.3.6 Beta + Expansion and all DLCs

Invaders 1 fleet’s selection panel retrofit button is greyed out, and the tooltip says that all ships are using the latest design:

But if I click to select the flagship (or any other ship except the tankers), the tooltip lie becomes very apparent:

The problem is still present even after closing the game, relaunching it and opening the (attached) save.

So, as things are in that game, I can’t retrofit the fleet... except if I jump through the hoops of retrofiting its ships one by one.

Tedious. Not fun. The type of things that make me stop playing... until I try again after a while... and encounter these types of problems again, in one form or another. Rinse and repeat.

Last point: I have 2 different active buildable designs for the small troop transport hull (EDIT: I had written "for the small transport role", but I meant "small transport hull"). The one in that fleet is obsolete, because I created a newer design manually. I’ve set the new design’s retrofit path to “None”, and I’ve set the obsolete design’s retrofit path specifically to the newer design. So things are set properly for the retrofit to work. And it does at the ship level, but not at the fleet level.
