expected CPU and memory usage

I have a 11th gen Intel(R) core (TM) i7-11700 @ 2.50GHZ and 32 GB RAM.

I open a scenario in command but don't even start the scenario. With the game open and the scenario not running, command is using between 27-30% of CPU and approximately 2430 MB memory. And I can hear my computer humming which I normally do not. I assume this is because of command is working it hard.

Is this amount of CPU use even when a scenario is not running to be expected?
