My opponent get a garnison in Bagdad during the Iraqi revolt... and then he recruits a second garnison
1+1 = 2 garnisons in Iraq

Only 1 Iraqi Garrison unit is possible unless you are playing with Soft Build Limits enabled, when more can be purchased, for an extra cost per extra unit.

There is no other way, at least not in an official campaign.
