[1776] LHA 8 Bougainville has wrong fuel type

Ship #3129 - LHA 8 Bougainville [America Flight I] has Oil Fuel listed as its fuel type but has gas turbines as engines in DB3K v514, resulting in the ship having no usable fuel and not being able to move at all.

After some digging in the older DB3K versions, the engines were switched from Steam Boilers to Gas Turbines in DB3K v512 to v513
