[1.26e+e2]AI cities poorly defended

[Hard difficulty]I've noticed it very often: the AI ​​doesn't defend its cities well, not even its capital. Frequently, she only puts militias there and prefers to reinforce other hexes with her good units.

To be fair, it doesn't look like the AI has much left in the tank (ie. already defeated).

Speaking of tanks, if the capital is a ruins hex, tanks would be at a disadvantage in them. But of course, the MGs should be stacked with the HQ, in the capital, especially since they are useless hiding out down there in the appendix.

It's heavy forest and tanks are receiving -40% defense, same that in its actual hex.
I made this post because I've noticed that the AI ​​is consistently placing its strongest units outside the city and prioritizing the militia for its defense, a pattern that's been recurring for the past few patches. Previously, the AI ​​would stack as many units as possible inside the city (perhaps too many?).

Its been a while since I've fought a major, sadly. But basically I agree, meaning I've think I've seen something similar.

I'll keep an eye out and try to find another example.
