not sure if I'm misunderstanding documentation but I'm a bit confused about radiation level calculation with mothballed assets.
Manual 5.2.3.1 says that mothballed assets should protect from 400 rad.

In attached savegame, tile 48,27 (Recycling facility Edalum Ruins, zone of Salzborn) is mothballed and has 331 rad points ( > 200 rad --> level 3)

My militia standing there reports a RAD (level?) of 1 but in unit details RAD level 3 is reported and readiness is limited by rad level 3, even if manual 5.2.3.2 clearly states that these effects are applied

Further, zone suffers from 2 happiness point reduction because radiation level 2 (not 3 nor 0: it seems that mothballed assets only applies 50% reduction? 331 - 200 = 131 -> rad level 2)

According to my understanding of manual, I would have expected:
- no problem for militia (331 rad - 400 mothballed asset < 0)
- no problem for workers (331 rad - 400 mothballed asset < 0)
- no incongruency between readiness tab and unit detail
