Why can't I reinforce my unit?

My corps is in full supply. I have sufficient MPPs. Why can't I reinforce?

The issue is that it is surrounded on all adjacent land hexes, so it can be reinforced only up to a maximum strength of 5.

Otherwise you'll have to ship in a stronger unit, to replace this one while it refits away from the firing line.
