Are you sure it has to be a Command HQ in range X2? I thought other HQs could affect this as well - e.g. an Army HQ at Etorofu would be 5 hexes from Shimushiri Jima and within range.

My ^*%^£^^" mistake. It's total rubbish I've deleted it.

For whatever reason I took the Northern Army (in Sapporo) as the command HQ Northeast Fleet (renamed 5th fleet) which it is not. The 5th fleet is in Ominato and doesn't rename unitl next month and more to the point, it is in range.
