Strategic Command WWI Editor

When I go into the editor (V1.16.01) I cannot edit a campaign.

I have tried "File" - "Open Default Campaign" - "1914 Call to Arms"

I am then displayed 3 folders, Interface, Scripts and Text, all of which are empty.

as well I tried the following

I have tried "New" and then "File" then "Import Data" and drill down to "1914 Call To Arms"

I then receive the message "Warning Directory contains no important data, important process terminated"

Any suggestions would be greatly appreciated. I live to change history.
