Marco Polo scenario doesn't give Japan the win

I managed to capture all 5 of the specified sites in China that should have given me the win at the end of the game. The game instead said stalemate.

I went through and checked each city specified. Nanking, Taiyuan, Wuchang, Nanking, Chungking and I do have control of them.

I can probably provide a save just before the last turn if I need to (I have a save with about 5 turns left or something like that.
