Device Pool not adjusted for small scenarios

The device pool for the main campaign is the same as small scenarios (at least for the 5th scenario, Balearic Islands 1936).

In the Balearic Islands scenario, the Nationalist can pull out hundreds of artillery pieces and hundreds of squads of African shooters/hunters on the island of Mallorca.

Yes but if the Nationalists don't have units that can use those devices then they just stay in the pools.

Existing units' ToB can be modified to add those devices. If the relevant setting is turned on, they can also form new combat LCUs with these devices.

Same thing for the air groups. The Nationalists don't have reserve aircraft in pool at the start of the war but the Republicans can form new air groups with around 20-30 aircrafts in their pool, including in smaller scenarios.
