Marine infantry leaders

Nationalists at start of GC have 2 Marine infantry units (SNLF). In Cadiz and Ferrol. Both units commanded by leaders which have very low Land skill (12 and 17).

What do you expect from naval officers? You can get some gravel agitators from the Army . . .
