*41.1 Limits on Deploying Minor Power Forces

The following restrictions should be observed in deploying certain minor power forces.

Ground units of European minor powers cannot be deployed outside of continental Europe, excluding Russia. Only free Romanian units under Russian control and Finnish units can fight in Russia. Continental Europe includes the Ottoman Empire in Europe but not in Asia (i.e. on the eastern side of the Sea of Marmara). The only exceptions are Greek units, which will fight in the Ottoman Empire proper but not its occupied territories, and Portuguese units which can be deployed anywhere. These restrictions do not apply to minor naval or air units.

Comment: From a historic perspective, European minor powers were committed to defending their homelands against aggression from their immediate neighbors, not acting as expeditionary forces in distant theatres for the major powers. They would have been extremely reluctant to fight far from their home countries. Greece is a partial exception because of the presence of Greek communities within the Ottoman Empire and their historic tensions with the Ottomans. Portugal is an exception as it had a colonial empire and no immediate enemies on its borders.

From a game-play perspective, the primary impact of this rule is to prevent the Central Powers from using Bulgarian ground units as expeditionary forces in Russia or the Middle East. It will also prevent the Entente from sending free Belgian units to the Middle East.

*41.2 Deploying Central Powers Forces to the Ottoman Empire

Germany and Austria-Hungary cannot deploy corps or cavalry corps to the Ottoman Empire in Asia or the Middle East. They can deploy smaller level units anywhere in the Ottoman Empire, i.e. marine divisions, detachments, artillery units or air forces.

Comment: the Decision Events allowing Germany and Austria-Hungary to build two Expeditionary Corps for service in the Middle East represents the major formations which were sent (or planned) to support the Ottomans by their European allies. Given that this mod includes a number of additional benefits for the Ottomans (notably, the option to build a railway to Baghdad), players may wish to adopt this house rule in the interests of game balance.
