Static AV support in Ferrol

As a Nationalist player, I noticed that in Ferrol there is an aviation support unit with ID 129, but this unit is static. The airfield level in Ferrol is 0 at the start of the game. In the adjacent Ares, the airfield level is 3, but there are no aviation support units there. As a player, is it possible to de-static the corresponding unit and move it to a hex that already has an airfield, rather than building a new one?

Float planes and flying boats don't need an airfield but do need air support. There are other air support units in the area and more come in later.
