Owning Player

There are Owning Player (1) and Owning Player (2).
When I click it, I only see the Owning Player to pick.
What are they?
How do I change Owning Player (1) to Owning Player (2), for instance?

AFAIR it directly shows who controls the location (with 1= Axis and 2 = Soviet) at game start.
