Morale Level Issue

I am playing a PBEM as Soviets, and we are in September, 1943. (Sept 12 to be exact)

Per the manual, in September the Soviet National Morale should increase to a baseline of 55.

Additionally, Soviet Motorized Units should have their modifier increase from +5 to +10 in the same month.

This did NOT happen in my game; Rifle Units are still 50, and Motorized Units are still 55 (with Guards being +10 higher)

Is there a change that happened in the timing of this increase that's different than documented in the manual?

Or is there a bug/problem?

Was reported by M60 some months ago.

Also some units gain a potential morale bonus due to their type (the type bonus and
the special bonus can be added together):
• Cavalry, Mountain, Airborne and Air Landing +5
• Axis Allied motorized units +5
• German Motorized Units +10
• Soviet Motorized Units (from Sept 1942-August-end of war) +5
Example: a Soviet Motorized Guard unit in 1945 has a net +15 modifier (+5
motorized in 45 +10 Guard), while a Soviet Guards Cavalry unit would have a
+15 modifier (+5 cavalry +10 elite).

Morale goes up to 55 in October.

OK. So basically the manual is wrong.

--Increase to 55 in October, not September (Manual says September)
--No increase at all to +10; removed (but still in manual)

Link to living rules? I searched Google but all versions I found had original rule.

Also, any idea why this change was made? Against a computer AI, sure, but against a competent human Axis, it is already difficult (impossible) to replicate historic Soviet successes. If anything, the increase in Soviet Morale to 55 should have been moved to the start of 43, not pushed pushed back and nerfed (for Mot).

If you go into the Manuals folder in your game directory the Living Manual is there. Assuming your game version is up-to-date the manual should be as well.
