No, that is not a possible move.

You may pick up a unit in a port that the ship moves through, but not unload a unit. Units are unloaded after the ship has completed its move.

The QE starts in London with an infantry division, then moves to Brest and embarks a motorized division, then moves to Bay of Biscay, and perhaps onward.

This legal move used to work in MWiF - does anyone remember the steps as to how to do it?

Also if the QE skips Brest and goes to the Bay of Biscay and stops in a sea box there, and then loads the motorized division - how is that done?

1) Load INF Div on QE
2) Move to Brest by <ctrl> + left click
3) You should now get the drop off firm with a load unit box in Brest
4) If the "load unit" button is unavailable activate it by clicking on QE
5) Click on "load unit" and load MOT Div onto QE
6) Make sure that no units are being dropped here in port!
7) If unit is being dropped in port then click on QE so that movement continues.
8) Close the form by clicking ok and continue moving onwards with QE

Beware of the 1 unit being dropped off as that probably ends the move in port. Clicking on QE again is needed here.

Just sail QE (with INF Div loaded) to Bay of Biscay, and then use "load from coastal hex" button to load the second Div onto QE.

Three picturing illustrating picking up the second unit in port.
Pic 1) Shows QE arrives into port loaded with MOT Div. Load unit is not available so clicking on QE activates that.
Pic 2) Clicking on QE activates load function, but at the same time orders QE to stay in port. Picture only shows MOT Div as loaded but the text show the INF Div as loaded
Pic 3) Having clicked on QE again and we are ready to move on. Now no ships are left to stay on port.
