This is somewhat easier from the American side due to speed restrictions being made harsher.

This attempts to recreate the Spanish lack of quality coal.

Brooklyn and Indiana are also restricted due to engines being in cruising mode and engine defects respectively.

Vizcaya is in a particularly poor state due severe fouling of her hull.

I played this and the outcomes felt fairly historical. Obviously not a well balanced scenario, since the battle itself wasn't balanced at all.
