Found in section 6.1.2.1.6 Set Patrol Zones

Patrol Around Target to identify a target hex, about which the TF will patrol, until the patrol order is canceled. The patrol will be set on the “enemy” side of the designated hex.

Probably the hex farther than their own bases.
Seek peace but keep your gun handy.

Not sure what your question is. Maybe you have never used it? In the PAT setup, you choose a target hex. Then your TF will create a patrol pattern with that hex as the anchor point and patrol an area of about 5 - 8 hexes in the direction of the enemy.

Example: Playing as IJ, I own Christmas Island, but not Palmyra nor PH. If I set a TF based in Truk to PAT on a hex 3 hexes northeast of Christmas Island. It will create Patrol zone North to Northeast of that hex and encompass 5 - 8 hexes total. Very effective tool, use it for pickets all the time, sometimes for subs.
