Ship withdrawal

If you don't withdraw on time you pay PPs but heavily damaged ships can't be withdrawn. This raise three question

Do you continue to pay PPs or can you withdraw something in lieu?
Would scuttling the ship prevent a penalty?
What happens to alredy sunk ships?

The game has no mechanism to allow substitutions for a ship scheduled for withdrawal. If a ship's damage allows it to be scuttled then yes that would stop political points (PPs) lose. Ships scheduled to withdraw but are lost before the date don't cost PPs. If a ship's damage doesn't allow for it to be withdrawn but is not enough to allow for scuttling, then you can run it into harm's way or at full speed to increase damage to allow it to scuttle or just sink.

1. No, you continue to pay pp's.
2. If you can scuttle, that would stop the pp's from getting taken.
3. No pp's are used....GP

It's really annoying when you cannot withdraw or scuttle.

Only cause of action then (if it's minor ship that you can afford to lose), is set if on full speed towards enemy.
