[1.31q] Decision archive shows "???" as target for diplo actions

Diplomatic actions with Minors, Majors and MTHs appear in the Decision Archive with "???" as their target.

Also, looks like inconsistent wording in [Non-Aggression Pact] strat - I guess "rallying flag profile" refers to "heart"?

Not in this case. The lastest '???' appears just as I played the non-aggression strat on a Major and the entry was added to the decision archive. All the regimes in this example are still in play (you can see in the save file).
