[1.31r] Zone danger should not increase due to hidden enemies

The zone danger level has increased ("due to presence of enemy near assets"), despite no visible enemies around the zone.
There are hidden marine creatures in the marked coastal tile (moving a unit there will trigger an ambush) - but I dont think this should work both ways - either you're hidden, or you're triggering danger.

If I remember correcty, there's a similar approach where hidded enemy units don't apply movement ZOC penalties, until they are revealed.

the people feel the presence of the enemy. it would be better to have a few civilian losses now and then to illustrate this. adding this to wishlist
