[1.31s] "Citizen Poll" does not trigger a demand next turn

I have played the "Citizen Poll" strat last turn (108), and no demands were presented to me this turn.
(game started on 1.31r2)

Yes normally there are no Demands allowed with Syndic compu... But i'll make an exception as it is important for the balance of the Stratagem.
