[1.31t2] Faction Leader Pessimism event at 100 Relation

According to manual (6.3.14.2), Faction Leader can influence Faction Happiness by pessimism (lower
rel than fac hap) or optimism (higher rel than fac hap).

In this case, a pessimism event was generated even though the Faction Leader has relation of 100.
