Locked out of UK construction mode?

I'm starting a UK campaign. I set up my navy and would now like to construct some units. For some reason I can't click the gear icon to go into construction mode - it does not seem to be a button. There is no keyboard shortcut.

Same goes for the crown and chevron icons around the country flag in the top left corner. Only the book icon works.

Anyone have an idea what is going on in my game?

Edit: Weirdest thing. I installed WoN on another machine and started a campaign - everything works there. I compared the General.opt files and changed the values on the faulty machine to the ones on the on working machine. It came down to texture pre-caching. When disabled, the bug disappears. I also noticed that on the faulty machine, before the fix, the weather in the January 1805 campaign start did not feature any snow. Now it does. Consider me utterly confused but happy that it works again.
