Utterly stupid game.

Don't waste your money. You spend years building your navy just to have the game randomly bankrupt you.
You make every decision to maintain your budget, scrap and mothball ships, and it either throws random decisions in your face, or just increases the cost of your expenditures without explanation.
The only way to make it to the 1960's is to constantly save and restart to avoid the game engine's arbitrary bullshit, as soon as you stop "cheating," it bankrupts you.
