Soft Build Limit Query

I have hosted many PBEM games and have never enabled Soft Build Limits.

I hosted PBEM game 516021 with me as Allies.

This is the Advanced Options Screen:

So SBLs are not enabled. Despite this, I noticed that my opponent had built 3 Italian AA units whereas the build limit is only 2. As I hosted, he is unable to change any of the settings - so can you explain how this happened please?

I asked another ELO player to host a game as Allies with me as Axis just so I could double check things. This is PBEM 518009.

It appears to be identical so I am reassured that it's not something I've done inadvertently.

If there are Allied amphibs near Italy it can trigger the spawning of a couple of weak Italian units. Usually a garrison and an AA unit. If the Axis have already built two Italian AA units then the total will be three. I think this is the most likely explanation. Could be wrong.

This is correct, it was introduced in v1.20.00 in November 2024, where an early invasion of Italy will deploy an AA unit at Naples.
