Axis 'Fortified Zone' count

I am not sure if it is intended, but the 2 Romanian fortified zones in Romania count as 2 of them.
Isn't it possible to convert them into Infantry Regiments or so instead? Or simply to up by 2 the max limit of the on map fortified zones.
